Introduction
This page chronicles various attempts to contact authorities to alert them to this situation. In order to provide a resonably short summary describing the situation and what I have learned, I wrote a summary essay that can be read to get a high-level overview of the matter. Although entitled "Non-Consensual Experimentation on Drug Users", it covers the high technology being used to perform warrantless surveillance, its application in performing clandestine, non-consensual medical experimentation and behavior modification, the serious dangers of this program, as well as how the secrecy of these activities and organization is maintained. This essay is intended to provide a way to apprise others or oneself about the program, and able to be sent to authorities.
Missive to the Inspector General, US Department of Justice
To this end, I sent a copy of the summary essay along with this cover letter to Michael Horowitz, the Inspector General of the Department of Justice by registered mail, who also serves as Inspector General for the Drug Enforcement Administration (DEA). Although 6 weeks elapsed and phone messages requesting status went unanswered, I eventually received a phone call from a Mr Corey Zavela who identified himself as from the DEA. He stated that he had been asked by the Inspector General to assess the claims being made in the essay. It seemed to me that he was mainly interested in whether I had any definitive evidence that the DEA was involved, which at this point I could not supply. What I do have, however, is a number of clues and leads which, if investigated, would readily determine who is involved. We discussed one of them, the use of Unmanned Airborne Vehicles (UAV)s in controlled airspace, as is described in another letter I sent to the Inspector General after this phone conversation. Since that time, there has been no response.
Contacting Merrick Garland, Attorney General, US Department of Justice
Getting no response from the Inspector General, I decided to prepare a succinct summary of the situation in letter form and ask advice from a few potentially sympathetic members of Congress, including Rand Paul, Ron Wyden, and Thomas Massie. No responses were received, save a request for donations from Rand Paul.
Each of these letters was somewhat individualized, so I wrote an ultimate, refined version that was sent to Merrick Garland, the Attorney General at the Department of Justice on March 16, 2024. With no response after four months, I wrote another letter clarifying some points (note that both of these letters have erroneous dates of 2023 due to failure of effective proofreading). This missive was sent on July 15, 2024. Apparently it was shuttled to the Civil Rights Division, which responded with what appears to be a canned response, indicating that they could or would not help, and referred me local law Enforcement and attorneys.
Contacting the FBI
Having been advised to avoid the FBI, it was with trepidation that I sent a letter via Registered Mail to FBI Headquarters along with copies of some of the documents described above, seeing as how they are the premiere Federal law-enforcement agency, and would be in the best position to obtain evidence. I emphasized that the use of through-wall imaging by UAVs essentially nullifies the Fourth Amendment, as well as that the unbelievably astonishing activities provide a "free pass" from investigation because the allegations are dismissed out-of-hand.
After six weeks or so, that letter and documents were returned, unopened, marked "refused". Being suspicious that some hanky-panky might be afoot, I called FBI Headquarters, and was informed by people in the mail room that registered mail is routinely accepted, but no explanation for the refusal was forthcoming.
So after speaking with the local FBI Office to ensure they accept registered mail, I sent the entire package (in its entirety as returned) by registered mail to the local FBI office along with cover letter. I did receive a signed return receipt, but have not received any response nor been contacted as of yet.
